Mayor Kapszukiewicz uses emergency powers

The city charter outlines powers the mayor can exercise in a state of emergency. Among these powers are the ability to impose a curfew, to order a quarantine as needed, to procure items necessary for the safety and welfare of the residents, and to grant or waive certain permits as necessary.
